Adding pretrial alcohol monitoring for alcohol related arrests as a requirement for release from custody is an excellent tool to gauge the mindset of the offender from the time between arrest and trial. The same can be said of utilizing a pretrial GPS tracking program. For many programs, a reduced bond is allowed for acceptance of monitoring conditions.
For sentenced offenders, the addition of an offender funded electronic monitoring program can ease jail budgets (often providing a new revenue stream). Whether it be an alternative to incarceration, a supplement to a Huber program, or an added level to the continuum of custody, electronic offender monitoring is an incredible tool.
Electronic monitoring is also an invaluable tool for probation and parole agencies as an addition to the probation continuum, again with the potential to generate new revenue.
